The same buyer seems to be bidding on most items for sale in a store,they usually start the bidding and end them all around a certain high price then stop bidding.Just looks so obvious they are getting higher prices.How should i report this

I bid and won a new fishing reel and it seems like it’s a scam sale.if it is and being a pay pal payment what’s the procedure in making a claim of non delivery.The seller has no past history and does not reply to messages.thanks
