I was outbid on a boat cover and lost, but now ebay is saying that I have to pay for it

i was outbid on a boat cover around the 8th/10th of this month the wining bid was $41 and i was outbid and noticed by a email message. now im getting a message for ebay saying that i havent payed for a item and action will be taken if this has not been done by the 24th i have contacted the sell and seid this to them but im happy to buy the boat cover any way even though i was outbid. and didnt win it but not long ago ebay asked me to change my user name and password and i did and lost all my info such as buying/selling history and all my feedback to show people that im a good member that sticks to his word please get back to me asap .
