Firstly contact the seller to try and resolve the problem, if they won't do that (or expect you to return at your cost) open a case with eBay's "money back guarantee" IF it's less that 30 days after the last estimated delivery date.
I suspect that you've bought from an Asian seller, be very careful they don't try to offer a solution and attempt to get past that 30 day window, or you'll have to go through Paypal and unless you sign up for their limited return postage option before opening a case with them you'll have to pay return postage.
