The "i didn't receive it" option is not available for GSS delivered purchases

Has anyone else noticed? When an item you have purchased is sent by the buyer using the "Global Shipping Service", the option to report that the item was not received is not available?

Normally, under "Other options" you can select "I didn't receive it".  But if GPS was used, the "i didn't receive it" option is not included.

So ebay is reporting that my tracked item was delivered, quoting date and time. Except it wasn't, and there seems to be no provision for me to report otherwise.

Delivered to a GSP hub yes, you will probably have to wait until it is passed onto another carrier for its journey, then the option to open an INR dispute should be available.
