Seller consistently doesn't send paid for items- how do I report them?

The Seller sells low priced items and consistently doesn't send the items paid for - in the last month 18 out of 20 buyers who left feedback didn't get the items paid for nor did they get any response for correspondence. Basically it is fraud but there doesn't seem to be any way of reporting the seller in eBay. I only noticed the items hadn't been received after the 30 day Buyer Protection policy had expired so the eBay Help isn't letting me contact anyone. I can't believe the seller can get away with this and can continue trading on eBay - they are getting away with it because of the price of the items and most people don't notice that things haven't arrived until too late. Please help.
