Seller hikes up shipping cost by 400+% to rake more profit

I recently bought an item from a seller located in Australia. I wrote to him before I bid for the item. He AGREED to ship to me at cost if I can find the shipping cost from Australia to Singapore. Actual shipping cost for Australia Post  is $18.45. I propose to use Australia Post's Pack-And-Track- International. This service is secured and with tracking. Item cost in Ebay auction is $62. Weight of parcel should be about 300+ gram. Item is a sunglass with box. See below link on the cost.

The seller wants me to pick up from his home and insists to charge me $75 for shipping via Australia Post.

What should I do now? I only wish to own the sunglass without any issue. Can Ebay Australia helps or suspend his account IF I report this case to Ebay? How can Ebay Australia tolerate such unethical seller?
