Unable to communicate with seller who has not fulfilled his/her obligation to send items even after payment was made and multiple emails were sent.
I waited patiently and gave sufficient time for postal service to deliver items knowing sometimes they are slow in their service.
I was simply ghosted and never received items purchased..
How do I go and report this seller to ebay?

The issue is not “How do I report this seller to eBay?” but rather “How can I get a refund?”
Search help for “Money Back Guarantee”. Then check your My Purchases to see the latest Estimated Delivery Date. If that has not yet been reached, you need to wait until it has been reached.
If it had been reached (but it’s still no more than 30 days after that EDD), you can open a refund request based on INR (item not received). Ask for advice here if you’re not sure what to do, but it’s basically a matter of opening the request/case, making sure you request the refund rather than replacement, and waiting for three days for the seller to action the refund (agreeing in the case itself).
If the seller doesn’t respond or tries to talk you into waiting or accepting a lower amount or agreeing to a replacement or attempts to get you to close the dispute (falsely claiming he can’t refund while the dispute is open), wait only for three or so days after opening the dispute until the option to escalate/ask eBay to step in appears. Escalate.
Without proof of delivery, the seller will automatically lose and you will be refunded.
But - if it’s past the 30 days after the latest EDD, then it’s too late for you to open a refund request under eBay’s MBG.

If it’s too late for an eBay refund, all is not necessarily lost. We can talk you through some options.
OP, you have waited too long. The MBG policy page clearly states the timeframe - no later than 30 calendar days. No wonder that the seller is not responding to you; you’ve let them dupe you beyond the latest date for opening a dispute on eBay.
So… did you pay via PayPal? If so, go into your PayPal account and open a dispute under its Buyer Protection. PayPal BP timeframe is 180 days from the date of the transaction.
If you didn’t pay through PayPal but paid with your debit / credit card, then you may be able instead to ask your bank / card issuer to do a chargeback - but the timeframe for that varies depending on the card issuer. See your card’s terms & conditions; it could be as little as one month or as much as six months.
Next time don’t let the seller delay you with false promises or delaying tactics. You should really have been aware of the timeframes involved. The MBG is your best and easiest protection if you simply follow its T&Cs.

I said “ If you didn’t pay through PayPal but paid with your debit / credit card”, that is when you go down the chargeback route.
Do not delay.
Contact your bank now. This is exactly the sort of situation where a chargeback is your only recourse (because of two things — you waited too long to open a claim in eBay, and you paid by c/c).
I repeat: get in touch with your bank immediately and explain that you didn’t receive the item, that the seller strung you along until it was too late to open a dispute in eBay, and that you request a chargeback.
Your bank will send you the required paperwork. Fill it out, provide any asked-for information, and email back the completed paperwork asap.
You've been your own worst enemy here by not opening a refund dispute/case/request under eBay’s MBG. Fortunately you should still be able to get a refund through your bank.
(Do you perhaps skip over information? I am concerned that you just did not seem to take in that the chargeback option is there irrespective of your not having gone through PayPal. In a similar way, I don’t think you realise even now that just asking the seller for a refund in a message is not the same thing as opening a refund request.)
Anyway… contact your bank now. You’ll be refunded, and eBay will charge the seller for the refund amount, so he won’t go unpunished.
You use the MBG. Which has probably timed out. So familiarise yourself with how eBay works. It is massively buyer-centric, so if you do your dough, as is probably the case, it is down to you.
If the seller won't communicate you open a case for Item Nor Received.
If you think a scammer will give you any option other than allegedly posting a replacement you are dreamin'.
Use the tools eBay gives you
you have the MBG....what is the item number?
Don't play with dodgy sellers for so long in future and there won't be an issue
Use The MBG within the time limit .
Or better yet, don't give your business to dodgy sellers in the first place
You were not scammed , The seller you chose had more than enough negs to warn you, then you do not use the MBG
Emailing is not how to communicate with sellers, messages must be kept to eBay messages only
And leaving what could be considered 'threatening comments' by the bots could see the feedback removed
The negs you have left seller wont help you at all. Did you check out the sellers feedback before you purchased from them. It is rubbish.
Agree with others, time to read buying basics thoroughly. Waiting another month to give them time is definately not the way to go.
