i keep getting refused purchases on ebay due to haveing 2 strikes against my name in the past 12 months, but in my feedback i am clean., how do i get this cleared off my history?

You chose to not pay for two items then you chose to not pay when you were given reminders when the sellers filed the unpaid item disputes. Then you were issued strikes. Now you know the importance of paying for what you've won.
You should be able to go to the resolution centre to see when the cases were filed against you and strikes given to get an idea as to when the oldest strike will expire. Once that expires, you will be able to buy with less problems.
You are not totally shut out of buying as not all sellers have the unpaid item block in place.
