You can block any bidder for any reason. You can and should set your
buyer requirements in My Ebay, Account, Site Preferences to block
bidders with 2 or more unpaid item strikes in the past 12 months.
You opened 5 item not received disputes against the seller. Of course
they're going to block you. They may have placed you on their blocked
bidders list as soon as you filed the dispute which is before you left
