eBay Money Back guarantee effective November 2014

I noticed that the eBay Money Back guarantee is effective November 2014. Does that mean my purchases in October are not covered at all, or is there a equivalent for back then? I was delivered a faulty product, and the seller says that I am not covered.

You are covered by Paypal, for 45 days after purchase, and with your bank through a credit card chargeback if you funded it that way.

So open an item not as described claim through Paypal.
