Double billed from buying an item

I bought a phone off ebay and was double billed for it, it shows up in bank statements and I have tried to message the seller, they have said they don't handle payments. Do I take this up with ebay or do I take this up with the bank? It only shows that I bought one phone but the bank statements say otherwise.

Are you sure they really charged you twice?

There are quite a few people who posted similar threads recently, but then it turned out one charge was just an "authorisation", and the money was then paid back into the bank account within a few days.
