Why would you want to buy a broken chair?

OP obviously doesn'y believe the chair is broken and still wants it.

Perhaps seller wasn't happy with price and wants more?

If it's pick up,  OP can validate condition.

I would ask for a photo of damage, if it is not provided and they are an experienced seller I would leave the seller a neg. If it was a newbie seller I would explain to them that a failure to provide a photo or to allow the buyer to come and inspect and make their own mind up if they want it will usually lead to a report to ebay for seller non performance and a neg and if the real reason they are not going ahead is because it sold for too little they should always start an auction at the lowest amount they are prepared to sell for.
