i bought 8pcs Spark Plug Wire Heat Shield Sleeve when the packages arrived i got only one so i went back to the purchase history to find it had changed to only 1pcs, so i easily found my original listing got in contact the seller and they keep pushing a partial refund, so whats going on have they done something wrong and trying to get out of trouble buy giving me a partial refund or what?

no sorry the listing was for 8 so i only bought one 8 piece set

It's a very ambiguous listing, it shows 8 in the photo but says 1 piece in the title. Similar items for 8 pieces sell from $12.50 up to $33, with 8 pieces clearly shown in the listing desciption.
You could open a case with eBay for "item not as described" but you may or may not win the case.

well that the thing when i bought them the listing it self said 8 it still dose when i click on see original listing the new listing is for only one

OK, if you decide to open a case with eBay's MBG then make sure you include, if you can, a screen-shot of the original listing showing 8 pieces, then you'll win the case. Otherwise the case could go either way.
If you scroll down the new listing page you'll see " view all revisions", click on that and you'll see the quantity's been revised 3 times in the past. I would think that eBay would be able to see exactly what those revisions were.
Just a tip, in future treat high-volume sellers with less than 99.5% feedback with caution.
