The item is from a VERY dodgey seller in China with horrid feedback, Not surprised you have this problem
And it says they ended the item
I don't know why you don't have the option to open an item not recieved dispute though

What is eBay's last ETA for it ? You can't open an item not received dispute until that has passed.

OP bought on 31st March by the looks of it.
I think ebay closed them down for price gouging.
