As an afterthought - Companies that you have contracts with. like gas,
electric and so forth are allowed to call.
Charities are also exempt.
Charities can hound you into the grave!!

Has the phone a function to block numbers? if so, someone could perhaps add the charity numbers to the block/ignore list?

Would the person be capable of using a very simple seniors mobile phone? then you could disconnect the landline altogether.

I have a sign next to my door bell "Please do not knock
no sales people please" - about an hour ago I had 2 young
adults at the door with cook books. Argggggggggg

Put a recorded message on the home phone answering machine.
Tell him to only answer if it's family - get rid of the mobile.
