Raking seems a little extreme, given the size of the area.
I bet the article is right & what he should be doing is talking about forest management.
It's a bit like here in Vic where at times there was burning off in the spring, before the hot weather, to get rid of a lot of the combustibles.
People would be there forever if they had to rake!!
I think this man opens his mouth before he ever looks into a problem or the scale of a problem properly.
Maybe we should set him to work raking. I bet he wouldn't even manage the white house area, let alone vast tracts of bush.
