Yes, I do believe the male hormones of many men lead them to commit offences which they would not commit were they neutered
Some men have such an abundance of male hormones, the rush basically knocks out their brain for the duration
As they say, a sexually frustrated woman very rarely grabs a man off the footpath and throws him behind bushes to relieve her itch
The same people say men, on the other hand, will kick down a door to get at a woman

Paedophiles in many nations are being treated via female hormones. The female hormones counteract their male hormones. It's the treatment used in 'chemical castration' to knock out paedophiles' male hormones. The female hormones render the treated males far more docile and uninterested in sex
The same rationale would work in the case of those males with an abundance of male hormones/testosterone. To make it more effective, the dose would simply be increased. Their muscles would shrink, their skin would become softer, their beard and body hair growth would slow and they may develop breasts. More importantly, they would become far less aggressive across the board. This is no secret and has been known for many decades
There are millions of otherwise worthwhile males who're driven to criminal and violent acts by their hormones. Seems to me it would be far more practical to reduce their male hormones rather than lock them in prisons to rot, rape, rage, kill and suicide
Once treated with female hormones as an 'antidote' to their overabundance of male hormones, they would in all probablity become decent, law abiding and useful members of society
Prisons of course are highly profitable. They are inhumane in many instances. They very rarely improve the individuals who're incarcerated and in fact serve as 'school' whereby inmates learn more effective means of breaking the law upon release
