Given the government incentives to contribute to the overpopulation of the planet, it would be hard to not be able to afford to raise them.

Do you mean if you can't afford to raise them because you have no money left after buying your cigarettes and alcohol? Or do you mean in some ethnic communities in Australia? Or, are you referring to third world situations where children are dying of hunger and disease?

It's selfish to have kids if you aren't able to put in the hard yards raising them. I don't mean just the monetary cost but also the temperment and emotional ability to look after them.
I knew from my early teens that I didn't want to have any children so I didn't......but you read plenty of stories of parents who probably should have made the same decision but didn't.
As an aside (kind of), I never understood the desperate need to have kids. Is it biological or some other reason? Whatever the reason is I never had it.

Before having Kids, I could afford to raise them, now I am perpetually broke
