where do i create an international return label

I used eBay shipping from USA to Australia and the buyer is returning the item but i cannot find where I can create a return label.

You can't. US postal services aren't available in Australia and Australian postal services aren't available in the US. You will have to negotiate with the buyer on postage method and then provide them with the funds to pay for said postage. And hope they do so.
