HOW TO BLOCK A BIDDER WHO AFTER 10 DAYS MAKES EXCUSES TO NOT BUY OR PAY FOR MY ITEM

I see you are selling pick-up items, it is best for buyers to pay cash on pick-up after they have inspected the item - if it is not suitable or not as described then they are free to walk away from the deal.

Don't forget to open an unpaid item dispute, so you get your fees back. As it's been 10 days, you can open one up straight away (you normally have to wait 4 days). Then, no sooner than exactly 4 days to the second after you open it, you can go back and close it. That will automatically refund your fees and the buyer will get a strike on their account. If they get more than 2 in a rolling 12 month period, they will be restricted in who they can buy from.

 

Also set up buyer requirement blocks so you block buyers with 2 or more strikes in a 12 month period. It weeds out the serial pests.

Too late to edit previous post.

 

The boat only sold 2 days ago, not 10 as you claimed. You will now have to wait until 4 days have passed before you can open a dispute.

 

You really shouldn't have relisted it yet until you close the dispute. Even though the kid supposedly bought it (oldest excuse in the book, followed by the neighbour's goldfish), if it sells again, and the first buyer decides to pay for it while the dispute is still open, you will find yourself in a bit of a pickle.
