Hi, I just noticed recently with my listing, even though they were ticked to automatically relist, they all didnt, BUT what I found would answer your question hopefully.
The listings defaulted into "scheduled" in the Sell category of My ebay.
When I went into to it there was an option that appeared that you could reschedule the listing to another day and time. It would sit there until defaulted to active and list.
There was a 40cent fee for this option.
I in turn didnt want this and ticked the option to relist immediately and it did (at no fee).

Scheduling a listing has been free for quite a while.
You need to go to the commit point. That will show the costs for the nascent listing. Then you decide whether to commit or cancel.
