I have bought and paid for an electrical item which has been dispatched and on its way to Australia from USA.
I foolishly didn't think about the watts and power socket differences. Can I return the item and get a refund?

That is entirely up to the seller as they are not obligated to accept returns from change of mind or buyer error.
The seller has also incurred eBay fees upon the sale and PayPal fees if that payment method was used.
You could perhaps resell it yourself on the USA site and then the buyer will pay the postage cost to have it sent to them.
