Bad seller name change

A seller I recently purchased an item from appears to have had a name change in order to cover up all their bad feedback from unhappy customers, so it makes me wonder what the worth is in leaving any feedback, good or bad.

How can buyers, or sellers for that matter, work out which is the better people to deal with when eBay policies permit this sort of thing to happen all the time?

 

My own grump with the particular seller was due to their messing me around for over two weeks regarding the return of an item I purchased and they sent a totally different, much cheaper and inferior product to the one I ordered and paid them for.

They made excuse after excuse for their bad business practises until I was finally forced to resolve the matter via PayPal to get my money back.

 

Ebay customer relations staff were little to no help over the matter to me

If it is only a name change the seller's feedback remains on the account.  And there is an icon that tells you that the seller has changed their ID in the last month.

 

If it is a new account then you will not be able to see any previous feedback.
