The difference is that Apple has a physical store in Australia where they can be used.....ebay does not.

Ebay gift cards are a great idea though. The logistics would probably be fairly difficult though, now that ebay has sold paypal.

There was an eBay survey about using their cards as presents for family and friends if they were available. I wasn't interested in buying any. Mind you it was a bit thin on details.
While I know some friends and family are on eBay I have no idea whether they are sellers or buyers and how often they use it.
Frankly the only gift card I buy is Bunnings - it has no expiry date. As long as there's a Bunnings the card can be used. Until other companies with gift cards do the same they can go jump.

eBay still owns PayPal, they just made PayPal stand alone in their own premises.
Seperating administration of one from the other.
Gifting money to a PayPal account is very similar to an eBay gift card.
Just buy a greeting card and write in the amount you have gifted in their PayPal account so they can use on ebay or other sites.
