Is this normal ?

Did you open a dispute for Item not as described?
Or Item not received?
If you opened INR, then that was the wrong one to open.
If you didn't get the battery that was supposed to be with it, then it's an Item not as described.
I don't know if you can change it.
Someone else may know.

Why is eBay not helping? Did you open the right kind of dispute - "item not as described" rather than "not received"?
As for PayPal, I have no idea. I haven't opened a PayPal dispute in many years, so maybe something has changed, but in the past I have never been asked for a police report.

Please give us the item number for the purchase. (Not the sellers name)
Let us have a look at the listing.
Cheers

What do you mean you had no luck through Ebay?
Opening an "Item Not as Described" dispute would have handled the matter.

If you follow the OP's fb it leads to # 313728688747
For which they left a neg.
A battery should've been in the (unopened) package
