Why is GST calculated on cost of item plus postage?

Why is GST payable on goods bought on EBay from outside of Australia calculated including postage costs. It should only be payable on the item. Someone is taking it in.

It is payable on GOODS & SERVICES,  and with international purchases postage/shipping etc comes under services.

Can you explain why it should only apply to the ‘good’ , for you?
