I can't help thinking this is a scam. They pay the gov the required tax (10%) but keep the rest for themselves. And there's nothing I can do about it. When I inquire they send me round in a circle.

It sounds like GST is being collected by the shipping company rather than ebay. Ebay only charges GST 10% with no additional charges.
Shipping companies that are required to collect GST for LVI, charge the 10% GST, plus they are entitled to charge any amount they like, for doing so, with the additional charges normally being listed as duties.

I'm talkng about the "import Duty" collected by ebay. It is about 30% of the purchase price.
