Identification of salt and pepper set, white metal ??

Hi all,

I recently acquired this pair from a deceased estate.  I cannot find anything like this at all.  At first, I thought it was part of a desk set (inkwell etc) as the base is 3.8 cms squared, and the height of the base part is 2 cms.  But the lids, are definitely for a salt and pepper set. There are no markings of any kind to go by.  HELP !! I have attached a photo.

Thanks so much for your very prompt help with this.  I would never have thought they were silver, as there were no marks on the base.
