The seller wanted your paypal email address to send you an invoice for the Express postage that you asked for. That is the only way it can be done if you have already paid for the items.
They need your details to send the items if you have paid through paypal.
The missing invoice will be in your paypal account but as you did not pay it the seller seems to have sent it by standard postage.
No-one here can know if you will get the beads by Christmas...what estimated date does the listing give for arrival?
I am guessing that there may be a language barrier in your communications. The seller has done nothing wrong and there is no reason to report him just because you don't understand the system. An invoice sent through paypal is NOT an external payment.
