Can someone please tell me how you are suppose to send small cheap items that can be sent for $2.20 etc in a padded envelope when they are not eligible to be tracked and the letter envelopes with tracking cannot be used? The total cost for this item is $7.95 free shipping.

Half the items I sell go as untracked letters. I have, in 14 years, had a handful, or 6, INR claims.
As said, if you don't offer tracking, you don't get payment held.
Read the not-so-small print.
Although I am just a buyer, I have bought from quite a few sellers who sell cheap, small items sent without tracking, and there are very few people who in the feedback claim they have not received the items, so I agree with what has been said too. And even if there might be a few dishonest buyers, in the long run sellers who sell cheap items will make more money if they send them untracked because if postage is too high buyers won't buy. Last year I had added something located in the UK to my watchlist, and postage was very cheap, and I intended to buy it soon, but suddenly they changed it to the GSP, possibly because of COVID and items really not received. The item was about $5 and postage had gone up to almost $30, so obviously I just removed it from my watchlist... During COVID there has been more chaos (I have once been affected too by a letter with a small item that never arrived), but normally most letters arrive safely, and I think we are almost back to normal.

We sell in a category in which most buyers seem to be honest, and have had very few items not arrive over the years.
The funds hold doesn't apply to items listed with the postage as untracked letters, so we haven't changed anything we do, and there have been no problems for us.
