We have 5x selling IDs.

Two are basic stores and three are simple auction IDs.

Across all these IDs our total fees for both ebay and paypal combined are averaging 14.5% of total sales so far this tax year.

Have you checked your monthly average sales in the Fee Illustrator to see whether you could be paying less fees?

http://www.fees.ebay.com.au/feeweb/feeillustrator

16% seems very high.

Are you looking at the pie chart on your monthly invoice?

The percentage varies greatly depending on whether you offer "free" post as it is based on sales excluding postage paid by the buyer.

Total monthly fees exclude fee credits from refunds or unpaid items, non-recurring charges (e.g. late fees), postage label charges, and PayPal fees. Total monthly sales excludes postage cost paid by the buyer. Refunds, unpaid items and sales donated to charity aren't subtracted from the total monthly sales.

!6% would be pretty normal for many sellers. The OP sells anual collections of stamps for $45 plus estimated $20 postage. ( Listing shows $24.90 from memory. ) Although the OP has cheaper items with lower post costs, this just highlights the effect of the FVF on postage that ebay introduced earlier in the year. It has had the effect of increasing sellers commisions paid to ebay by 50%-100% for items where the postage costs are a signifigant proportion of the total cost. My fees would be similar to the OP at around 16%, up from 12.5% before the FVF on postage was introduced. This is a 20% + increase in fees for no increase in service. ( It could be argued service to sellers is actually reducing over time.). Is it any wonder sellers are deserting the site in droves ??????
