why have not got your blocks in place to stop these people in their tracks?

Mainly because too many sellers do not bother to go through the NPB process to ensure the buyer gets a strike. Instead they do what you have done and leave a negative comment with a positive feedback. All that does is add to the buyers feedback score, and if the buyer complains to Ebay they will remove the comment and leave the feedback point in place. If you set your preferences to block buyers with 2 or more strikes in the last 6 or 12 mths, these buyers will not be able to shop with you. If everyone did that, the buyer's choices would be severely curtailed.
It is not a perfect system, I don't personally agree with the whole "seller can't leave a negative" thing, but it is what we have to work with and if everyone used the system the way it was intended, it would work reasonably well.
You could also report the buyer, bring their long history to eBay's attention and they may take action.

but the OP needs to be careful about reporting the non-payer as he has also broken the rules and may get a strike along with all the others who left false positives

Did you open and close a non paying bidder dispute? If not, then hop to it! That way you'll get your fees back and it will also help other sellers who have blocks in place to stop these serial pests.

Was reported to ebay and was told nothing could be done and I left that feedback to let others know what she was like.

Problem with that is, none of us know who it is because we can't see the buyers ID on your feedback, so all it's done is add to her feedback score.

You don't need to know who the NPBs are on an individual basis. If you set your blocks, ALL buyers with a history of NPB will be blocked. Go to your account tab and click on Preferences and scroll down to Buyer Requirements. Set the blocks for 2 NPB in 6 or 12 months and these sort of buyers will not be able to purchase from you.
