Response received from PayPal is they're having technical issues and their team is working on fixing the problem asap sheeesh what else is going to go wrong.
This happens once or twice every couple of years, it seems. It's pretty disconcerting not to see payments reflected in a balance, but they'll usually show up in the next day or so.
