Promoted Items - Is this available to all sellers

Some of my competitors use 'Promoted' listings to appear at the top of search results. I have looked everywhere but can't find how to do this. Is it available to everyone?

I didn't realise it wasn't open to anyone with a store, I have used promotions several times and don't ever remember replying to an invitation. Guess I must be spechul
