Each account must be registered with a different email account but you can use the same email address for the Paypal payments, I have my original ebay email showing in all three of my accounts for payment and have never had any problems.
You can have up to 8 email addresses linked to Paypal but I use the other options for different selling platforms so there is no cross-over with ebay.

Just remember when creating listings on your new account to change the email address in the payment section to your PayPal address. By default it will be the email address used to create the account. If you don't change it your buyers won't be able to pay.

That is exactly why sellers use multiple accounts...to take advantage of the 40 free listings.
Sellers with Stores will often have another account to list some auctions.
Nothing wrong with either scenario. If it is allowed by ebay then they are obviously happy with it.

I have 3 active accounts, this account and 2 accounts I don't use. Problem?
I'm not avoiding fees, I pay fees on all 3 accounts. In fact, eBay has just taken their fees. I'm not breaking any rules. If I was, eBay would shut me down.
