ebay australia very limited promotion program

hi  i am selling on ebay australia,i found ebay has lots of promotion program,like commercenet work,partner work net work,i tried to join them ,but finally has been told these promotion only in US,UK and some other countries,we only can do the promotion selling here,but my account has some problem cant see my listing in my promotion file,i called them ,ebay said not know would find the answer for me and call me back ,but .....no body call me back!i can't promote my shop!any body has same issue?thanks

One sold item I just looked at the location says Guangdong, Australia.

Not sure which one has expanded its borders recently tho.
