why am I getting charge to relist

I have been getting charged $1.50 per selling item and per relist why has this been occuring when it states that you can list or relist for free?

You get up to 40 free listings per calendar month. Check in your All Selling page and it will show how many items you have listed this month. Some auto relists are free for some categories and should not count towards your monthly allowance.
