I have been getting charged $1.50 per selling item and per relist why has this been occuring when it states that you can list or relist for free?

Hi, Why am I getting charged $1.50 everytime I put an item on ebay or when I relist if item doesn sell. I was not getting charge this before and now I am getting charge everytime or every relisted item?
