So just read the new policy from paypal for australian sellers.
in regards to help payments... paypal are now saying sellers are not to send / post / release goods until the hold on a payment is over.
There goes ebay's right to demand sellers send goods when payments are held for 21 days.
Seeing as the payment is in your paypal, not in ebay's control, they legally cannot demand sellers send items before paypal releases the payment into your account.

Well if you don't believe that's the case, then go ahead and hold your items for 21 days, but don't be surprised if you end up with negs and defects on your latest selling account, because eBay's ETAs will be what the buyer will be looking at. Certainly not a date 2 weeks after that.
I really don't understand your reluctance to send items within your handling time of 3 business days, since if you can show by tracking and/or feedback that the item's been delivered Paypal will release your money after a simple phone call.

How long do we hold funds?

We may release a hold earlier than 21 days where we reasonably believe that the relevant transaction has successfully completed. Any earlier release is at our sole discretion. Funds held for buyer disputes may not be released until we consider the dispute resolved (but no longer than 180 days).
Reserves and limitations: If funds you receive are subject to a reserve, we will notify you how long funds will be held for at the time of setting the reserve. If access to funds is restricted because your account has been limited, you will usually gain access to those funds after the limitation has been lifted.

i never post until im paid cleared funds and ebay do nothing about it because they legally know they can't...
which is exactly what recently happened and i wasn't the one that got told off... it was the buyer who tried to scam using ebay policy..
