which message board? Are you receiving messages via eBay messages or through the Discussion Boards messages?
What is the nature of the threats? Is he just a pest who is badgering you about your listings or are they genuine threats? Do you fear for your physical safety or the safety of your home? Has he ever bought from you before?
If he is just a pest then do not even open the messages, just move them to your rubbish bin. Block each ID he sends you messages with and tick the box to not receive messages from each ID.
If he is genuinely threatening you then are the threats credible threats? Is he capable of carrying through with the threat or is he just a bag of hot air? Does he know where you are located? Is he located nearby or in another state?

He could sell the same things on a different ID. All you can really do is report him to eBay. Give them a call, or send them an email and give them the ID's he's been threatening you with. Tell them to read the message they have been sending you. In the mean time, ignore them. Don't open them, just leave them there. Add each ID to your blocked buyer list and then set up buyer requirement blocks, making sure you tick the box saying blocked people can't contact you.

block him again and again, he'll run out of usernames eventually

He is only a pest if you allow him to be one. Delete the messages without reading them and then he is only wasting his own time.
