AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT-

 

We are updating the PayPal User Agreement, and the Combined Financial Services Guide and Product Disclosure Statement (CFSGPDS). These changes will go into effect on May 6, 2019. If you agree to these changes, you don’t have to do anything. If you don’t agree with these changes, you may close your account. If you close your account before May 6, 2019, the changes will not apply to you.

 

Amendments to the PayPal User Agreement and the CFSGPDS

 

  • We’re removing the flat rate pricing for sending money to friends and family members who have PayPal accounts in a country other than the Australia and introducing a new variable fee of 5% based on the amount you send with a minimum of 0.99 AUD and a maximum of 5.99 AUD per transaction. We’re also removing any variation depending on the recipient’s country. 
  • We’re changing how we treat refunds. If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you.

Yea that's fine. But charge the buyer if they're requesting a cancellation

 

Someone selling a $10,000 item can have the buyer just change his mind, ask for a refund and the seller is out of pocket $300?

It's not free at the moment. They keep the 30c fixed fee. They are changing to they keep the 30c fixed fee and the percentage of sale price fee.

You can just "accidentally" send someone too much money then immediately organise an unauthorised use chargeback and they'll be out the fee and the chargeback fee.

It is not that long ago that paypal started keeping the 30c fixed fee....it was originally all refunded when a full refund was done.

That was fine in the early days when refunds were not so common.

Then ebay started allowing/encouraging part refunds (of postage etc) and it must have been getting out of hand.  Once ebay sold off paypal it made sense that paypal should have to start charging and the 30c fee came in.

I am hardly surprised at this new impost.

 

There has also been an increase in the fees for sending money between friends and family...they used to be free.

Does this only apply to payments received after the effective date? Or just to refunds after it.

Are there any alternatives acceptable by eBay to PayPal? Or is it time to up every item by $2 to cover the possibility of this?

Only if they're in Australia.

 

Overseas payments are charged $1(conversion fee, I believe)

Wouldn’t that depend on whether you used conversion? If you sent as usd it should be fine?

It is usually cheaper to let paypal do the conversion than your Aussie bank, especially if large sums are being transferred.

 

Most of my family/friends payments go to the USA or Canada.....for Aussie transfers I do direct bank transfers.

Exactly oz-e-seller.

What a wonderful sabotage tool PayPal have created.

Couple with ebay's new 4% extra FVF if your SNAD rate ( justified or other ) is too high

it will create a perfect storm for small sellers.

Please don't anyone chime in with 'sellers should lift their game'.

No seller has any defense against buyers simply turning a COM into a SNAD to avoid paying return postage.

Once a SNAD claim ( whether justified or not ) is raised it will count against you.
