Why (now post is part of fees)

Why (now post is part of fees) can't Free Post items be at the top of search lists in front of more expensive  price + post items.

ie: item = $54 + $13.40 comes up the top of the search list in front of the cheaper $59.95 Free Post item.

If ebay wants to promote Free Post over item price plus post, surely the cheapest total price should be at the top of the search results and not on the 3rd or 4th page?

So the search algorithm would have to place the cheapest item at the time on the 1st page. The throttle business could be real or it could account for our busier/slower periods.
