I have just found out through chatting with an ebay agent that, where you provide a refund to a buyer, that you will only get a credit on the final value fee and not the promoted fees.
This is unfair to sellers, sales are already down on eBay, we are getting less sales, they are ranking our products by having the use promoted listing, and then if a buyer wants a refund we are again out of pocket. I hope someone from Marketing Management sees this post and does something about it, as I will no-longer be using promoted listing unless this policy is changed

Very very unlikely
This is a member to member forum, the 'community' is other buyers and sellers
Only rarely does anyone from eBay, let alone anyone from management read here
eBay are not going to have a clue if you use promoted listings, or if you sell at all
The policy is not going to change simply because you not like the current policy

Why is it unfair, not Ebays fault you refunded the buyer, Ebay still did their job and promoted your item.

The fee for promoted item sales, has never been refundable. Don't see it changing.

I'd be more concerned about the misleading and likely illegal listings.
UGG boots for $259 with a 50% off badge in the image. They are cheaper to buy direct from UGG's official website. the prices offered are definitely NOT 50% off the RRP
Inflating an RRP to show a high discount off RRP is illegal. Claiming to offer a false discount off RRP is illegal.

I've never used promoted listings and I still make sales.
As far as not being refunded those fees, I believe it comes under cost of doing business. I would claim it as advertising on my tax, as that's effectively what it is.

I stopped useing Promoted listings. It did not improve sales.and fees are to big when you sell. You pay for ebay to promote the listing. But only get charged when you sell. Then they charge the normal fee for selling an item...I learnt the hard way when I was charged $80 for a sale.which included the promoted listing fee. I had to actually cancel sale as I didnt have enough for posted to Canada.I stopped useing promoted listing from then on.

You set the rate that you are prepared to pay in addition to the normal FVF, unless you are using the variable rate, then you are fully aware of your liabilities, nothing out of the blue.
