So this isn't a case of you having not completed everything required for signing up to Managed Payments (including being verified to sell before listing)
Nor the hold on funds being because you are an infrequent seller ?
Those things they can do

I won't go into the details but just about how they can freeze my payments and expect me to jump through hoops while they hold my money.

They may have an agreement but it is the way this happened and the timing which is targeted and unfair
I dealt with the customer service department and asked to who i complain - lo and behold it is the same person . So really no recourse which is unfair

No - I am verified and completed their requirements - I sell frequently enough and have been an account holder for 5 years this account and another for over 10 years which I do the bulk of my selling on.

On this selling account you only have 7 feedbacks in the last year, so that on it's own will trigger the hold on funds. It doesn't matter about a different account, eBay is only concerned with this one.

Maybe 7 feedbacks but I can't force people I sell to to leave feedback - there are more than 25 sales this year - never a problem - and never a problem through the entire time the account has been held. Account verified and money goes into my bank. Then the minute I sell an Item of large value my funds are blocked. I go to reverify and surprise, the quick way to do it - agreeing to give them access to my bank, doesn't work for me - I have to use another method of micropayments which can take up to 3 business days to verify. So they have my money tied up for this time .
So does the user agreement state that "you need to be verified and everything will be fine but as soon as you make a large sale you need to go through the verification process a second time and while you do that we'll just hold and use your money - Thank you "

It clearly states in that link that high priced items will be put on hold.
