Ebay are most unlikely to call you in this regard. You should have received a message in your Ebay mail box if this was genuine.
The actual circumstances of your post are a bit unclear. Can you elaborate?
What were the events leading up to this phone call, if any?

Good heavens - I hope you gave that ' lady ' nothing.
In late 1979, the Commonwealth Police and Australian Capital Territory Police were merged to form the Australian Federal Police (AFP).

Did you phone a number from an email or a robocall message?
If so, SCAM.
I hope you didn’t click onto any links or give any information…

It very much sounds like a scam call to me. Anybody can call you and claim to be eBay.
The only connection to Optus is that if you are or were with Optus, scammers might have your phone number now.
After the Optus data breach, it is more important than ever not to give any details to the first person who calls and claims to be a company or an organization.
At any rate, in the rare case when eBay does call a customer, they also send a message to confirm it is indeed them. Have you looked at your message box? Is there a message from eBay concerning this issue?

ALL the hallmarks of a scam phone call
Did you give this person any information?
Did you click on any links or download anything they asked you to/ sent you?
Have you actually contacted eBay and asked if this is for real?
Do you have anything in your eBay messages about this?
Screams scammer all the way from what you have posted

By the way, if a data breach similar to the Optus data breach had occurred, it would definitely be in the news (as well as on their website). The fact that they told you it was like the Optus data breach alone is a huge, really huge red flag.
If you have given them any details, change your passwords etc., and if you have given them cc details, cancel your cc.
