Not sure why you would still be waiting - stuff did take longer last year, but certainly not this long! Sounds like you have let the seller string you along unfortunately.
The time to open a case in Ebay and Paypal has long since passed, so you are stuck. Was it valuable? Was there a tracking number?
The last option you have will be to contact your bank if you funded the purchase with your credit card via Paypal. See if they will help you.

Thank you so much for reply. I felt assured that this seller was ok due to positive buyer feedback. I am peeved to think the excuse of covid and to wade through to send buyers packages off.
the item cost me roughly US$33

Even if a seller has great feedback, never let an item time out in terms of non-delivery. You only have a short window of time in which to open a case on Ebay, but you have 180 days on Paypal as a second option.
You can always pay the seller back once the item has turned up, but if you miss your opportunity, then neither Ebay or PP can help you.
If there was no tracking, that would be the first red flag for a vintage item being posted overseas and I would have pushed the seller on the issue within 10 days of purchase.
