I sold a book and shipped it out within proper timeframe. Postal service is overloaded and deliveries are taking longer. When the book did not arrive on the date of estimation, Buyer demanded refund. I could not get any more detailed tracking update from PO, it almost appeared was lost or stuck at a facility. Only update was it was in transit to next facility. Not being able to provide a better estimate on delivery date, I promptly refunded the Buyer. The book was delivered 3 weeks after shipment ! So I have documentation it was Delivered to the buyer's home. I have e-mailed him 3 times requesting he return my book, since he has been refunded, the book is mine. He will not respond. I have submitted a Buyer Complaint to eBay and it has been 11 days and I have not received any update from eBay.
Please any help or advice on what I can do to get my book back or reimbursement from eBay. Thank you.

Not a lot you can do if they won't reply to your messages. You may be able be able to contact internet fraud if you have all their details.
Just noticed you are in USA and on the Aussie boards here. Try your forums in US someone here may have a better idea.
