Why did ebay allow a deregistered seller continue selling my lost

Did the person open a new account to sell something after eBay had shut them down? 

Or something else?

Nope, I checked (I always do now) because it's happened a few times where it bleeped my shut......it seems to pick up only the s h and t and ignore whatever else there is in the middle
