Go to "help" at the top of the page then scroll down to "chat with us", or ask your question here since the members are often more knowledgeable than the CS reps.

Do not try to contact eBay via email. Emails to eBay CS are dealt with very slowly via a bot process. There's no human reading the email; it is responded to on the basis of what "key words" the bot identifies. An automatically generated reply after some considerable time will probably befuddle you and have you wondering whether anyone bothered to so much as read your email, because the answer will seem completely unconnected to what you asked.

If you reply, the same delay occurs, and it's another bot response... in time.

Use Live Chat; that is the only way to communicate with any semblance of effectiveness. Phone support is no longer available except in particular circumstances, due to COVID-19 restrictions.
