What deos this mean every time I check out to pay my purchase this will always comes out

Try this, may be it is your computer and not eBay, If NBN or ADSL turn off the computer and the router at the wall. Reboot the whole system. Run your anti-virus, such as McAfee, or Windows Defender, and do a full scan. Then clear all cookies, history and cached data.
Then turn off power for the computer and router and NBN equipment at the wall again.
After 5 minutes reboot. Then log on. Do not use Internet explorer switch to Microsoft EDGE that comes with Windows 10.

Had the same problem, just did this and fixed it straight away.

Congratulations on providing a 'solution' 18 months after the question. If the OP hasn't found a solution in the 18 months, I reckon they are not going to be interested in yours. Which is a commonly proferred solution

I've had this issue as well, everytime I go to checkout I get:

VPN server is the problem in my case. Disconnect VPN and checkout works. WT_!!! EBAY?

You have too many words in your reply. Cut the text down to a minimum, attach photos which prove your case and post.

A photo tells a thousand words, sort of thing.
